Yup. Unless the strategy is to get him gametime and take him back. Because - and I claim no insider knowledge here - but it looks pretty obvious this is Scholes' decision, not Ulster's.

Don't really see how ulster could have a strategy to let someone go in the hope he'll come back in a couple of years. Of course it may happen, but in professional times the only way ulster could be sure of having him in a couple of years would be to keep him now.
