How?
Undo some of the changes and interpretations that were introduced in recent years.

remove:
Offside at tackle (england will just have to learn to cope with it)
Kicking out of ruck

Stop ignoring:
Most clearouts are collapsing the scrum.(do this for safety anyway)
Ball carrier release when tackled.
Roll away at tackle
9 has the ball he's fair game.
If the 9 is standing that close to the ruck, he can't complain if he becomes part of it.
Players off feet at tackle/ruck
Shoulders below hips.
