There is smoething wrong when all the users have to change their settings twice a year. Can't the forum software take care of this like the way all the other devices do nowadays?

When you think about the problem properly pythagoras you would realise that the trivial problem is actually not trivial at all. Each post is time-stamped with the server time of the host server and each user gets a view with an adjusted time based on their stated preference as selected in their control panel. The user is required to select their timezone as the host server really cannot satisfactorily deduce where the posts are being viewed.
You should also realise that the folks who run this message board are using an industry standard messageboard package which has been tailored to provide a UAFC look and feel. The same package is used by hundreds if not thousands of furums. As a result they are limited to the features of that package. If the messageboard package included an auto-adjust feature for Summer time then the option would be there for the users. As it doesn't those users who really care about getting a correct local time when they view a post need to make the small change to their selected time preference twice a year. It's really not that difficult to do.
