This is laughable. Trying to claim to Itoje will HAVE to leave because of the salary cap. How about they get rid of a few furrinors​ and promote a young English player or two? If Itoje loves playing for his country he will take less coin but still pretty fantastic coin, like most Irish players (with the exception of Ian Madigan). The RFU would be well poisoned by them if they change their policy.
